Why Why it is laid out this way

Real lashes are not the same length twice in a row, and a hybrid natural set copies that unevenness rather than a shape. On a hooded eye the strip where any of it registers is narrow, so the variation has to be concentrated where the skin is not sitting. Handmade volume: Soft fans dropped between singles across the top pair, kept to the same length. Hand-made is the point here — you need to close them almost flat, and a narrow fan is what a natural brief can afford.
Promade / pre-made fans: Reliable and fast, but they arrive at one width and one spread, and a natural map lives on small differences between neighbours. Sameness is the thing this effect cannot survive.
Woven / clover: Its repeat is visible over any run of a few lashes, and a natural set is judged precisely on not repeating. Leave it for effects that want a solid line.

Spread angle versus weight

Fan width is your texture control on this cell, not your coverage control. A slightly open fan next to a single reads as two lashes growing at different angles, which is exactly what a real lash line looks like; open it further and it reads as a lash extension. Keep everything close to closed through the top pair, where the lid presses hardest and the difference is on show.

What the natural lash can carry

Nothing on this map is near the limit, which is the effect's real advantage — the top pair is modest and the ends are barely fed, so lid pressure has very little to work against.
Where it does get close is the fans in the top zones, which are longer than their neighbours and heavier than the singles beside them. Judge those against the lash they sit on, not against the zone.
A natural set fails as unevenness rather than as sparseness. Losing a few of the longer objects in the top pair leaves a dip you will notice before any thinning is visible.

Where this map fails first

It goes in the middle of the visible strip, where the fans live.
