Why Why it is laid out this way

Every doll map on this shape has the same problem — a long level run over the middle that a round eye turns into extra height. Mixing singles and fans is the one thing that genuinely helps, because an irregular edge stops the plateau reading as a single arch across the eye. Picture a broken skyline instead of a dome: same overall height, far less of a curve.

What the diagram shows is a rise, a flat top two zones wide, one step down, and then a straight run to the corner. Hybrid changes none of those lengths — it changes how solid the top looks, and on a round eye a solid top is the whole problem. Roughening the plateau is the cheapest correction available inside an effect that is working against the shape.

Adjustable fans belong on the inner climb, where you can open them wide to close gaps while the lengths are still short. Keep them closed once you reach the middle, because the fullness you gain there is fullness the shape does not want.
Promade / pre-made fans
Their consistency is exactly wrong for the job this page asks of texture: you are trying to make the middle of the lid look irregular. Use them under the inner zones and stop before the plateau.
Woven / clover
One bond across neighbouring lashes gives a wide, even footprint, which is the opposite of a broken edge. It also fixes the spacing of the strands it joins, and irregular spacing is the whole correction on this cell.

The texture is the first thing to go. Those broken shorter strands are the smallest objects on the lid and the least noticed when they shed, so the level run gradually smooths back into an unbroken arch. Nothing looks damaged — the set simply reverts to the plain doll map you were trying to avoid. Book the infill on the short cycle if the roughened top is the reason she liked it.

Does hybrid make doll work on round eyes?

It softens it, it does not fix it. Breaking the level top stops it reading as one arch, but the length is still sitting over the middle, which is what emphasises roundness.

Should texture go above or below the plateau length?

Below. Shorter strands set between the full-length ones break the line without adding height, and height in the middle is the failure this shape is prone to.

Where can I place tall strands on this map?

Why does the tail stay level instead of tapering?
